The Negritos, natives who led nomadic lives at the foot of scenic North negros Mountain ranges, originally inhabited Talisay. In 1788, families of Malay descent settled in the prestine part of Negros Island and named it Minuluan.

In 1991, the Department of Tourism identified Victorias Milling Company as one of the major tourist attractions in the city with its 18 hole golf course sprawling over a 30 hectare area, the Saint Joseph the Worker Parish, famous for its Angry Christ mural, antique locomotive popularly known as the “Iron Dinosaur”.

Cadiz traces its beginnings to the establishment of a traditional settlement in a place known as Cadiz Viejo, near the banks of Hitalon River. Historical records showed that in 1861, the Spaniards came and named the settlement Cadiz because of its northern location which reminded them of the seaport by the same name in Spain.

It all started with a small settlement founded by Tenientes Francisco Rodriguez and Basilio Cordova in the year 1860, situated in the mouth of Bulanon River, which was then called Arguelles. Through the active leadership of both founders the place thrived and prospered, and eventually became a town.
